FISP CYCLE 10A BEGINS FEBRUARY 2025!
Owners and Managers of any buildings 6+ stories with a building block # ending in 4, 5, 6 or 9… The deadline for all Sub-Cycle A buildings is February 21, 2027.
Now is the time to address all SWARMP and UNSAFE items from your previous Local Law 11 (FISP) report in order to meet the deadline.
Once all necessary SWARMP or Unsafe conditions have been corrected, the Building Owner must hire a Qualified Exterior Wall Inspector, or QEWI, to perform an inspection of the building facades and appurtenances in order to assign the building a classification of Safe, SWARP, or Unsafe.
For previously filed Safe 9th Cycle FISP reports, now is the time to budget for costs associated with Cycle 10 compliance, including QEWI inspection costs, scaffolding or boom lift costs for up-close physical inspections, probing for any cavity wall buildings, and DOB filing fees.
Your inspection must be completed and a report filed with the DOB on time in order to avoid any violations, fines or penalties and potentially hazardous conditions to the public. 10th Cycle Local Law 11/98 (FISP) Filing Deadlines: |

REMINDER - ANNUAL PARAPET WALL INSPECTIONS DUE 12/31/24 Section 28-301.1.1 of the NYC Administrative Code added by Local Law 126 of 2021 requires that all buildings, regardless of height, must have an annual inspection of their public right-of-way facing parapets.
INSPECTION The annual parapet inspection must be performed by a qualified professional or person competent to inspect parapets, such as an Engineer, Architect, or NYS-authorized building inspector.
A close-up inspection of the entire parapet must be performed and identify items such as overall plumbness, excessive deterioration, and a determination that appurtenances (such as telecommunications equipment, railings, etc.) have been installed and maintained in a stable condition.
REPORT
A report must then be prepared to indicate whether any unsafe conditions were found and identify actions necessary to remedy the unsafe conditions. If unsafe or hazardous conditions are found, the DOB must be notified immediately, a sidewalk shed must be erected, and repairs must be completed within 90 days. HOW WE CAN HELP

Emission-Tracking Tool for LL97 Penalties |
Under Local Law 97 regulations, energy use for 2024 must be reported by May 1st, 2025, and this information will determine the penalties if emission thresholds are exceeded. Con Edison and climate technology firm Logical Buildings have released a real-time emission-monitoring tool to track daily and weekly electricity and gas consumption and to show whether the building is under or exceeding their compliance threshold and by what percentage through 2040.

Assess Post Storm Damages and Plan Repairs |
The 2024 hurricane season isn’t over yet and has already been extremely devastating to many areas. Homeowners and business owners should do everything they can to protect themselves and their property before, during and after a storm.
Rainy conditions and high winds can severely impact exterior components of a building that are already at risk, such as cracks in exterior masonry and deteriorated roofing conditions. Take note of which locations need repair – for example, if you have water ponding on your roof, are currently experiencing leaks, or structural problems occur, report them to an engineer and request a professional inspection with recommendations. The structural soundness of your building should be of the upmost importance to ensure safety.
