INITIAL OBSERVATIONS OF PARKING STRUCTURES DUE 8/1
Rule 1 RCNY §103-16 requires a one-time initial observation of the applicable parking structure performed by August 1, 2024. This initial observation requirement applies to parking structures in Community Districts 8 through 12 in Manhattan, and all Community Districts in Brooklyn, Queens, Staten Island and the Bronx that are required to have their periodic inspections performed by December 31, 2025 or December 31, 2027. Manhattan Community Districts 8 through 12 & Brooklyn Community Districts Owners of parking structures in Manhattan Community Districts 8 through 12 and Brooklyn Community Districts who submit a periodic inspection report by August 1, 2024, are not required to also have an initial observation performed. Who Can Perform the Initial Observation? The initial observation must be performed by or under the direct supervision of a NYS-licensed professional engineer who is designated by the Department of Buildings as a Qualified Parking Structure Inspector (QPSI). How to Submit the Initial Observation Report? Beginning spring 2024, the initial observation report must be submitted in DOB NOW: Safety by August 1, 2024. What's next? -

REMINDER - ANNUAL PARAPET WALL INSPECTIONS Section 28-301.1.1 of the NYC Administrative Code added by Local Law 126 of 2021 requires that all buildings, regardless of height, must have an annual inspection of their public right-of-way facing parapets.

New Portico Portal for LPC Filings |

The Landmarks Preservation Commission recently released their new online filing portal (Portico). All Property Managers and/or Building Owners who have Landmark designated properties must have an email address registered with LPC. Please click on the following link to register your email address: https://portico.lpc.nyc.gov/. After registering, there is a short tutorial which goes through the new filing process.

Missed the May 1st Benchmarking Deadline? |
The NYC Benchmarking Law, Local Law 84 of 2009 as amended by Local Law 133 of 2016, requires owners of applicable buildings to annually measure their energy and water consumption through a process called benchmarking.
The law standardizes this process by requiring building owners to utilize the United States Environmental Protection Agency’s (EPA) online benchmarking tool, Energy Star Portfolio Manager®, to enter and submit the usage data to the City by May 1st of every year.
If you do not submit a report by May 1, the next quarterly deadline is August 1.
Please note that the Department of Buildings (DOB) will issue violations for any property on the Covered Buildings list that has not provided a benchmarking report by the May 1 deadline. Failure to benchmark will result in a violation and a penalty of $500.

Towers at Water's Edge - Owner's Rep Services |
Merritt Engineering has been selected to act as the Owner’s Representative for the Towers at Water’s Edge, a development comprised of three 17-story towers, with Metro Management as the property management firm. Their $7 Million dollar restoration project will include the full remodeling of the existing sculptured fountains within the circular drives of the complex.
As the Owner’s Representative, we will act as the liaison between all outside parties and the Owner, assisting in the coordination of all project tasks, meetings and financials, while providing our engineering expertise and industry knowledge, to ensure optimal coordination and project efficiency.
We were retained to ensure that the Owner’s interest is top priority by setting upfront requirements for planning and budgeting prior to project commencement. Throughout the duration of the project, our team will manage all aspects including Design and Bidding Documents, RFPs/RFIs, Schedules, Building Department Documents & Permits, Progress Reports, Vendor Invoices and Final Payments. Our presence prior to, during, and post-construction will ensure that the job is as streamlined and simplified as possible.
