The Department of Buildings (DOB) recently issued an amended rule that requires all owners of parking structures in New York City that fall under Sub-cycle B (Manhattan Districts 8, 9, 10, 11, and 12; and Brooklyn) & C (All Bronx, Queens, and Staten Island) to hire a Qualified Parking Structure Inspector (QPSI) to perform a one-time initial observation of their parking structure and file an initial report by
August 1st, 2024. |
Local Law 126 of 2021, or the Periodic Inspection of Parking Structures (PIPS), requires owners of parking structures to hire a Qualified Parking Structure Inspector (QPSI), who must have a minimum of three years of relevant experience and be formally certified by the NYC DOB, to inspect the structure at least once every six years and file a report with the DOB documenting the results of the inspection (in accordance with NYC Construction Codes §28-323, and RCNY §103-13).

A visual inspection of the parking structure using binoculars will be performed. Observations will be based on the type of construction, age, exposure, and other features, as well as any history of maintenance and repairs of the parking structure.

If any deficiencies are identified, the QPSI must ascertain the cause of these conditions and any other possible building defects detected and immediately notify the Department and the owner of any unsafe conditions.

The results of this initial observation must be documented and then filed with the DOB by August 1st, 2024. We are staying on top of all updates from the DOB regarding the specific requirements.
