June 22, 2023 – With families, friends, and colleagues gathered at the JW Marriott for the 2023 Presidential Inauguration, the Dade County Medical Association installed Dr. Carmel Barrau as the 113th President of the organization. The recognition marks a career of service Dr. Barrau has provided to the community and his patients.
Dr. Barrau’s Haitian heritage was honored throughout the evening as attendees experienced the Caribbean Carnival theme with a selection of traditional menu items and drinks and the sound of batucada. The evening culminated with Dr. Barrau, accompanied by his family, being sworn in as the new President of the association by outgoing President, Dr. Rafael Fernandez, Jr.
In his acceptance message, Dr. Barrau emphasized his commitment to work hand-in-hand with health care professionals throughout the community to find solutions to improve the well-being and rights of patients and physicians. Promoting three crucial aspects that form the foundation of medicine: the art and science of medicine, promoting collaboration and communication among our members; the business of medicine, ensuring that everyone in our community has access to the care they need; and the politics of medicine, being a strong advocate for healthcare policy at the local, state, and national level. Dr. Barrau encouraged those in attendance to join him in an effort to accomplish his goals. “To whom much is given, much is expected.”

DO YOU KNOW WHERE YOUR ELECTRONIC HEALTH RECORDS ARE STORED?
June 22, 2023 – SB 264, signed into law by Governor DeSantis on May 8, 2023, is most notable for the provision that bars citizens of a foreign country of concern who are not lawful US residents from buying agricultural land or property within 10 miles of a military base. While most of the 29-page bill is of little concern to FMA members, tucked in the back is a section that amends the “Florida Electronic Health Records Exchange Act” and affects physicians, hospitals, pharmacies, and most other health care providers.
The key change is the addition of section (3) to the Act, “Security and Storage of Personal Medical Information.” This new language requires health care providers that utilize certified electronic health record technologyi to ensure that all patient information stored in an offsite physical or virtual environment, including through a third-party or subcontracted computing facility or an entity providing cloud computing services, is physically maintained in the continental United States or its territories or Canada.
This requirement to store electronic health records in the US or Canada “applies to all qualified electronic health recordsii that are stored using any technology that can allow information to be electronically retrieved, accessed, or transmitted.”
The amendment to Florida’s Electronic Health Records Exchange Act becomes effective on July 1, 2023. Before then, physicians with a qualified electronic health record system should consult with their vendors to ensure that patient information is not stored outside of the United States, its territories or Canada.

BAPTIST HEALTH MIAMI NEUROSCIENCE INSTITUTE NOW OFFERING TRANSCRANIAL MAGNETIC STIMULATION TREATMENT FOR PATIENTS WITH CLINICAL DEPRESSION
June 20, 2023 – Baptist Health Miami Neuroscience Institute is now offering a new treatment for patients suffering from clinical depression. Transcranial Magnetic Stimulation (TMS) is a procedure using magnetic fields to stimulate nerve cells in the brain to improve symptoms of major depression. It is a non-invasive treatment, requiring no sedation or surgery, and delivers targeted personalized doses to the patient allowing optimal therapy.
“TMS gives physicians a new treatment option for patients who may not respond to traditional medications to control their depression,” said Rachel Rohaidy, M.D., a neuropsychiatrist at Miami Neuroscience Institute. “Mental health is important in every stage of life, and we want to make sure anyone who is dealing with a mental illness has access to some of the newest and innovative treatments that can provide patients with a new lease on life.”
The TMS procedure uses pulses of electromagnetic energy to target specific areas of the brain commonly associated with depression. With an MRI scan and the TMS unit’s sophisticated navigation tools, doctors are able to deliver electromagnetic energy to the precise location they target.

A MINIMALLY INVASIVE APPROACH TO ANKLE FUSIONS ONLY AT MOUNT SINAI MEDICAL CENTER
June 22, 2023 – Dr. Ettore Vulcano, Chief of Orthopedic Surgery and Director, Foot and Ankle Surgery at Mount Sinai Medical Center is once again at the forefront of foot and ankle care. Last week, Dr. Vulcano was a lead author on a published paper on one of the journals of the American Orthopaedic Foot & Ankle Society. The paper outlined a real life study of a minimally invasive approach to ankle fusions.
The study showed a positive outcome for a fully percutaneous ankle fusion.
Ankle fusions are usually done through a very large incision, (up to 6 inches), and are occasionally done arthroscopically, which can be time consuming and prolong surgery time, and therefore time under anesthesia—this is dangerous for certain patient populations.
Dr. Vulcano utilizes a percutaneous “keyhole” approach, where a 2-millimeter incision is made, and through that incision, the ankle is prepared and then fused.

HCA FLORIDA ST. LUCIE HOSPITAL CELEBRATES 100 ROBOTIC-ASSISTED PROCEDURES ON ENLARGED PROSTATES
June 15, 2023 – Port St. Lucie, FL – The surgical services team at HCA Florida St. Lucie Hospital recently completed 100 robotic-assisted procedures that treat benign prostatic hyperplasia (BPH.) This health issue is when the prostate and surrounding tissue grow large enough to cause bladder, urinary tract or kidney problems such as weak stream or incomplete emptying.

June 23 2023 – — Tenet Healthcare Corporation (NYSE: THC) announced the appointment of Sun Park as Executive Vice President & Chief Financial Officer of the Company, effective January 1, 2024, as part of the Company’s planned Chief Financial Officer transition. The academic health system’s vice president of accounting and finance is recognized for his role in advancing Tampa General’s financial leadership and innovation.
June 19, 2023 – Tampa General Hospital (TGH) has announced that Lijah Lokenauth, vice president of accounting and finance, has been recognized by Tampa Bay Business & Wealth as part of its 2023 “Up & Comers” list. Lokenauth’s inclusion on the list reflects his efforts to transform financial technologies at Tampa General, including implementing new productivity and financial reporting tools.

June 19, 2023 – Baptist Health South Miami Hospital has earned Geriatric Emergency Department Accreditation (GEDA) from the American College of Emergency Physicians. The three-year accreditation is awarded to emergency departments that provide the highest level of older adult care and ensure optimal transitions of care. South Miami Hospital’s Emergency Department achieved the silver standard — Level 2 GEDA.
The voluntary GEDA program provides specific geriatric-focused criteria and goals for emergency clinicians and administrators to target. PORTABLE TOOL TO DIAGNOSE AND MONITOR SICKLE CELL DISEASE RECEIVES U.S. PATENT
Novel FAU Invention Developed by Researcher in the College of Engineering and Computer Science
BOCA RATON, Fla. June 22, 2023 – In the United States, sickle cell disease affects about 100,000 people and about 2 million Americans carry this genetic mutation. The most common and serious problems caused by sickle cell disease are anemia, pain and organ failure – stroke affects about 10 out of 100 children who have this disease. The national median life expectancy for people who have sickle cell disease can reach up to age 50.
This inherited, lifelong blood disorder is characterized by rigid and sickle-shaped red blood cells due to a dramatic change in their morphology. They stick to blood vessels, blocking blood flow. Patients with sickle cell disease suffer from unpredictable and painful events when sickled red blood cells block blood flow to the point that tissues become deprived of oxygen.
The main goal of managing sickle cell disease is preventing these acute, painful crises. To do so requires diagnostic and monitoring tools under a physician’s supervision. However, current tools are bulky, expensive and require technical training. Moreover, the gold standards used to monitor and diagnose sickle cell disease rely primarily on genetic tests and optical microscopy of sickle-shaped red blood cells, which are time-consuming, cause delays and do not capture changes in real time.

NAACOS TELLS CONGRESS TO INCENTIVIZE ACO PARTICIPATION IN HOUSE HEARING
Hearing Gave Opportunity to Share How ACOs Are Improving Patient Care
June 22, 2023 – The National Association of ACOs (NAACOS), represented by Senior Vice President Aisha Pittman, testified today before the House Energy and Commerce oversight and investigations subcommittee on the ways to bring better value to Medicare through lower costs and higher quality.
The hearing, titled “MACRA Checkup: Assessing Implementation and Challenges That Remain for Patients and Doctors,” provided a chance to speak about how payments to doctors should incentivize providing better quality care that effectively uses taxpayer dollars and makes Medicare more sustainable.
“While MACRA was a step in the right direction, more needs to be done to drive long-term system transformation,” Pittman wrote in her testimony. “Lawmakers must work to stabilize Medicare’s payment system. This means ensuring adequate provider payment is paired with appropriate financial incentives and regulatory flexibility that will encourage more participation in payment models where the value of care provided is rewarded over volume.”

TGH PHYSICIANS FIRST IN HILLSBOROUGH TO USE SAME-DAY PROCEDURE TO DIAGNOSE AND TREAT LUNG CANCER
Two different robotic devices are used to first identify, then remove tumors from the lungs of early-stage cancer patients while the patient is under anesthesia.
June 21, 2023 – For the first time in Hillsborough County, Tampa General Hospital (TGH) physicians diagnosed and removed a cancerous tumor from a patient’s lung during a single surgery, saving critical time between procedures that might otherwise be weeks apart.
Using two highly precise surgical robots, a doctor first used one robot to identify and diagnose the cancerous tumor. Another doctor then used the second robot to remove the tumor, all in the same day while the patient remained in the surgical suite.
“The robot provides superior navigation, stability, accuracy and precision,” said Dr. Alberto Goizueta, medical director of Interventional Pulmonology at Tampa General and assistant professor in the Division of Pulmonary, Critical Care and Sleep Medicine in the USF Health Morsani College of Medicine. Goizueta performed the first part of the procedure – a bronchoscopy and biopsy. “The earlier we diagnose, the better the prognosis for the patient. The longer it takes to obtain a diagnosis and undergo surgery, the chances are higher that the cancer will spread, which then may result in a very different outcome for the patient,” Goizueta said.

POTENTIAL TREATMENT FOR RARE AUTOIMMUNE DISORDER ADAPTED FROM CAR-T THERAPY
NIH-supported trial first step in developing new approach to treat myasthenia gravis.
June 22, 2023 – Evidence from a small-scale clinical trial suggests that a variation of the advanced blood cancer immunotherapy known as CAR-T could be adapted to treat myasthenia gravis, an autoimmune disorder of the nervous system. The modified CAR-T therapy, short for chimeric antigen receptor T-cell, used by scientists offers the potential for a longer-lasting reduction in myasthenia gravis symptoms and was well-tolerated without significant adverse effects. The study, published in The Lancet Neurology, was supported by a small business grant from the National Institute of Neurological Disorders and Stroke (NINDS), a part of the National Institutes of Health, and sponsored by Cartesian Therapeutics, Gaithersburg, Maryland.
“Repurposing a groundbreaking therapy such as CAR-T to potentially treat a neurological disorder shows the versatility of immunotherapies in instances where there are limited to no treatment options,” said Emily Caporello, Ph.D., director of the NINDS Small Business Program.
Myasthenia gravis is a chronic autoimmune disorder most often caused when the body’s immune system attacks a protein found where nerve cells communicate with muscles. The disease is marked by muscle weakness that worsens after periods of activity and can improve somewhat after rest. Current treatments focus on controlling symptoms, primarily muscle weakness.

Overview: The primary care practitioner has the special and important responsibility to diagnose and manage patients with every category of ailment, injury and disease. This symposium will provide practical, evidence-based strategies to strengthen healthcare competencies.
