Investing in Health Outside the Hospital

Florida’s hospitals across the state are known for their advanced, world-class care. From the smallest of rural hospitals to the largest of urban academic medical centers, our hospitals provide emergency and trauma care, surgeries, acute care, and complex multi-specialty care. Their teams are curing what’s ill, repairing what’s broken, and healing what’s hurt.
But that’s not where their work and commitment start or end.
Because so much of what determines an individual’s and a community’s health happens outside of an operating room, emergency department, or a med/surg unit, Florida’s hospitals are also deeply engaged in work in communities and neighborhoods that supports good health, beyond providing world-class medical care. An estimated 80 percent of health status and outcomes are determined or highly influenced by non-medical drivers – the conditions in which people are born, grow, live, work, and age. These are factors like nutritious food, community safety, reliable transportation, educational and employment opportunities, and housing.
This health-promoting work is the heart of community benefit. Florida’s nonprofit hospitals that are members of the Florida Hospital Association invested $5.7 billion last year in community benefit activities and programs across the state to promote and support healthy communities, extending their mission well beyond the walls of the hospital.

| ACHE of South Florida Member Spotlight – August 2026: Paul W. McGourty

Paul W. McGourty, RN, MHA, FACHE, has a lot of letters after his name, but that’s just an indication of the progression of his career. McGourty began his career working in hospitality with Marriott International and Ritz-Carlton, and even owned his own restaurant.
However, he realized, “I always wanted to work in a profession where at the end of the day, I knew my time made a difference, and I wasn’t feeling that way or feeling fulfilled in the hospitality industry. Then I felt I was being called to healthcare.”
Nursing school held an appeal but because there was a waiting list to enroll – and a two-year degree would have taken more than four years to obtain – McGourty asked if there was a way to speed up the process. An admissions coordinator suggested a certificate program, which, upon completion, would enable him to be placed at the top of the list to get into the nursing program.
McGourty earned a certificate for surgical technology and, as he explained, “It allowed me to work in the operating room (at Brigham & Women’s Hospital) as a Certified Surgical Technologist (CST) while I was putting myself through nursing school.” When McGourty earned his RN, he was immediately hired into the operating room – a position he loved, but after a while he also recognized, “I wanted to be in leadership.”

Two sisters, two journeys: one marked by challenges, the other by an unexpected diagnosis
July 27 2026 – Adriana grew up watching her older sister, Ariadna, navigate the challenges of hip dysplasia and other orthopedic conditions. From special braces and custom-fitted boots to various corrective treatments, Ariadna’s medical journey was a familiar part of family life. What Adriana didn’t know was that her own health journey was about to take an unexpected turn.
During an annual physical with her pediatrician, Adriana’s mom, Yirina, was caught by surprise to learn that it was Adriana who would soon face life-altering surgery. “I am no longer worried about Ariadna,” she recalled the doctor saying. “Adriana has a serious scoliosis curve. Jupiter Medical Center Receives $3 Million Donation for State-of-the-Art Simulation Lab
Gift from Katherine L. Pinard supports advanced, hands-on training to strengthen clinical excellence, workforce readiness, and patient safety
July 30, 2026 – Jupiter Medical Center (JMC), the region’s only independent, not-for-profit hospital system, today announced a $3 million gift from Katherine L. Pinard to support its state-of-the-art Clinical Simulation Center. This investment aims to strengthen patient safety and prepare the next generation of clinicians through hands-on, real-world training.
In recognition of the gift, the space will be named the Katherine L. Pinard Clinical Simulation Center. Located within Jupiter Medical Center’s new five-story, 92-bed Tim and Jayne Donahue Patient Care Tower, the Simulation Center features realistic patient care environments modeled after the hospital’s own medical/surgical, critical care/cardiac, and obstetrics/NICU units. The center also includes a dedicated skills-based practice area, such as for blood draws, and supports hands-on training for both new and experienced clinical team members.
Across the country, leading health systems are increasingly investing in simulation centers as a strategic tool to advance workforce readiness, enhance patient safety, and incorporate emerging technologies into clinical education. This advanced level of training is most often associated with large academic medical centers and major health systems.

Baptist Health South Florida and Lifepoint Rehabilitation celebrate grand opening of new inpatient rehabilitation hospital in South Miami
July 30, 2026 – Baptist Health South Florida and Lifepoint Rehabilitation, an operating division of Lifepoint Health, held a celebratory ribbon cutting on Wednesday to officially open the Baptist Health Rehabilitation Hospital in South Miami. The new 62-bed, state-of-the-art building, located at 6201 Sunset Dr., expands regional access to specialized, patient-centered rehabilitation care for individuals recovering from a decline in function due to an injury or illness.
“Our partnership with Lifepoint Rehabilitation reflects our shared commitment to expanding access to specialized care and helping patients achieve the best possible outcomes,” said Ronald Tolchin, D.O., chief of nonsurgical spine care and rehabilitation, and Kalman Bass Endowed Chair in Pain and Rehabilitative Medicine at Baptist Health Miami Neuroscience Institute, and chief medical officer of Baptist Health Rehabilitation Hospital. “With this new hospital, we can provide highly coordinated, individualized rehabilitation as part of a seamless continuum of care for patients recovering from complex injuries, illnesses and other serious medical conditions.”
The three-story, 100,000 square-foot facility is designed to serve more than 1,200 patients each year and will provide intensive therapy for patients suffering from traumatic medical situations such as a stroke, orthopedic injury or deconditioning after surgery or illness.

Mayo Clinic research advances understanding of senescent ‘zombie’ cells, healthy aging
JULY 29, 2026 – ROCHESTER, Minn. — A series of Mayo Clinic studies is helping reshape scientists’ understanding of senescent, or “zombie,” cells — aging cells that no longer divide but remain metabolically active and release inflammatory molecules that contribute to age-related diseases.
Published across Nature journals, the studies authored by scientists within the Robert and Arlene Kogod Center on Aging move the field beyond recognizing that senescent cells contribute to aging. Together, they provide new tools to identify these cells, uncover mechanisms that drive inflammation and explore strategies to reduce their effects in preclinical models. In collaboration with researchers across the U.S., they are part of an ambitious project to map senescent cells across different tissues. The project is called the Cellular Senescence Network (SenNet) Consortium and is funded by the National Institutes of Health Common Fund. Its primary objective is to compile comprehensive atlases of senescent cells within the human body over a lifetime.
“This body of work is moving the aging field forward to precisely identify, understand and target the specific senescent cells that contribute to age-related dysfunction, which is the necessary groundwork to develop new therapies that support healthy aging,” says Marissa Schafer, Ph.D., a Mayo Clinic researcher whose laboratory led several of the studies.

Physician Education and Training Pipeline Needs Crucial Funding Now to Address Projected Shortage
Insurance approval delays and a lack of options for care after leaving the hospital are the most significant factors delaying patient recovery
JULY 29. 2026 – Tallahassee, Fla. — Florida’s congressional delegation urged the Centers for Medicare and Medicaid Services (CMS) to approve and renew critical funding for graduate medical education (GME) programs in Florida.
U.S. Rep. Aaron Bean spearheaded the request and worked closely with the Florida Hospital Association (FHA) to gather signatures from the delegation on a letter to CMS that urged the agency to work closely with the Florida Agency for Health Care Administration (AHCA) to advance critical Medicaid funding for several GME programs that train the next generation of physicians. Medicaid currently helps fund the training of more than 7,000 medical residents statewide. More than 60% of medical residents end up staying and practicing where they did their medical residency. Building and sustaining graduate medical education training for the next generation of physicians is key to addressing the ever-growing demand for healthcare in Florida.
Florida has been disadvantaged for decades by a 30-year-old Medicare funding formula that historically favors states like Massachusetts and New York with established graduate medical education programs. Florida’s population has grown by nine million people in the last 30 years without the benefit of critical federal Medicare funding to help train physicians and support our physician workforce needs.

JULY 31, 2026 A new study led by researchers at The University of Texas MD Anderson Cancer Center has identified a way to reshape the gut microbiome that can enhance the delivery of certain chemotherapies to tumors, offering a potential strategy to make nanoparticle-based cancer drugs more effective.
The study, published in Nature Materials, was led by Betty Kim, M.D., Ph.D., professor of Neurosurgery, Wen Jiang, M.D., Ph.D., associate professor of Radiation Oncology, and Jennifer Wargo, M.D., professor of Surgical Oncology and Genomic Medicine. Both Kim and Wargo are core members of the James P. Allison Institute™, and this research was a collaborative project through the Platform for Innovative Microbiome and Translational Research (PRIME-TR).

Naples Comprehensive Health Launches Specialized Pelvic Health Program Through Outpatient Rehabilitation Services
July 30, 2026 – Naples Comprehensive Health (NCH) has launched a new Pelvic Health Program through Outpatient Rehabilitation Services, expanding access to specialized rehabilitation care for women and men experiencing pelvic floor dysfunction, pelvic pain, bladder leakage, postpartum recovery challenges and other conditions.
Pelvic floor dysfunction affects millions of people across the lifespan, yet many individuals delay seeking treatment because they believe their symptoms are a normal part of aging, childbirth or recovery from surgery. Specialized pelvic floor therapy can help improve strength, coordination and function of the muscles that support the bladder, bowel and pelvic organs, restoring confidence and helping patients return to the activities they enjoy.

FY 2027 Hospital Inpatient Prospective Payment System and Long-Term Care Hospital Prospective Payment System Final Rule (CMS-1849-F)
On July 31, 2026, the Centers for Medicare & Medicaid Services (CMS) issued a final rule that updates Medicare payment policies and rates for inpatient and long-term care hospitals under the Medicare hospital Inpatient Prospective Payment System (IPPS) and Long-Term Care Hospital Prospective Payment System (LTCH PPS) for fiscal year (FY) 2027. The final rule also includes changes, clarifications, and codifications for Organ Acquisition and Reasonable Cost Payment Policies, and Reimbursement Appeals for Independent Organ Procurement Organizations and Histocompatibility Laboratories.
The final rule updates Medicare fee-for-service payment rates and policies for inpatient hospitals and LTCHs for FY 2027. CMS is publishing this final rule to meet the legal requirements to update Medicare payment policies for IPPS hospitals and LTCHs on an annual basis. This fact sheet discusses major provisions of the final rule, which can be downloaded from the Federal Register at: https://www.federalregister.gov/d/2026-15833.
The final rule expands the Comprehensive Care for Joint Replacement (CJR) Model, which produced strong evidence of cost savings while maintaining quality of care. The expanded model, called CJR-X, is designed to improve care for Original Medicare patients undergoing hip, knee, and ankle replacements (also called lower extremity joint replacements) performed in inpatient and hospital outpatient settings. CJR-X will be mandatory nationwide and begin on January 1, 2028.

Fiscal Year 2027 Hospice Wage Index and Payment Rate Update and Hospice Quality Reporting Program Requirements Final Rule (CMS-1851-F)
On July 30, 2026, the Centers for Medicare & Medicaid Services (CMS) issued a final rule (CMS-1851-F) that would update Medicare hospice payments and the aggregate cap amount for fiscal year (FY) 2027 under existing statutory and regulatory requirements.
This final rule also highlights Medicare non-hospice spending under a hospice election, using data from the hospice service and spending variation index (SSVI). The SSVI includes a comprehensive scoring system calculated using nine claims-based measures, each representing a different aspect of hospice utilization as well as non-hospice spending. These data indicate hospice providers that might need additional targeted education and oversight. This rule also finalizes changes to the hospice election statement regulations; these regulations require hospices to provide to all Medicare beneficiaries, at the time of hospice election, an addendum to the election statement regarding coverage of non-hospice services. Additionally, this rule finalizes conforming regulation text changes that allow a physician designee and the physician member of the interdisciplinary group, in addition to the hospice medical director, to discharge a patient from hospice care, which will help improve flexibility for hospices and reduce regulatory burden.
This rule also finalizes conforming regulation text changes to the hospice telehealth face-to-face policy under the Consolidated Appropriations Act, 2026. The final rule includes a summary of comments from requests for information on enhancing community palliative care services under current Medicare benefits; developing a hospice-specific wage index using BLS data; and describing any experiences with overlap between hospice and assisted suicide or “medical aid in dying.”

CMS News: CMS Announces Nationwide Expansion of Proven Joint Replacement Program
JULY 31, 2026 – The Centers for Medicare & Medicaid Services (CMS) is expanding an initiative to improve care coordination for hip, knee, and ankle replacements, ensuring providers work together from pre-surgery education through post-op recovery to promote a seamless patient care experience and optimal health outcomes.
Beginning in January 2028, most hospitals will be required to participate in the Comprehensive Care for Joint Replacement Expanded (CJR-X) Model, which is part of the FY 2027 Inpatient and Long-Term Care Hospital Prospective Payment System Final Rule released today.
“Knee, hip, and ankle replacements are important for helping seniors preserve their mobility and overall well-being,” said CMS Administrator Dr. Mehmet Oz. “Expanding the joint replacement pilot program to support more of our seniors will help match financial incentives in Medicare with improved health outcomes, safeguard taxpayer resources, and ensure patients experience a positive, comprehensive care journey throughout the surgical process.”

SAMHSA Awards $73.2 Million for Mental Health Treatment and Suicide Prevention Programs
JULY 31, 2026 – The Substance Abuse and Mental Health Services Administration (SAMHSA), a division within the U.S. Department of Health and Human Services (HHS), announced today that it has awarded $73.2 million in grants to strengthen children’s mental health services, suicide prevention programs, and to expand assisted outpatient treatment (AOT) to those with serious mental illness.
“Americans deserve a mental health system that delivers results. These investments will expand access to effective treatment, strengthen suicide prevention, and help communities care for people before a crisis becomes a tragedy,” said HHS Secretary Robert F. Kennedy, Jr. “We will continue to support programs that are accountable, evidence-based, and focused on restoring health.”
“Far too many Americans, including children, are affected by mental illness and the risk of suicide, but we also know that getting better is possible and that effective treatments and proven programs can change lives,” said SAMHSA Principal Deputy Assistant Secretary Christopher D. Carroll. “At SAMHSA, we are committed to equipping communities with the resources they need to expand access to care, improve mental health outcomes, and help more people build healthier, more hopeful futures.”

A child’s language may predict the arrival of depression and anxiety disorders years before onset
NIH-funded, AI-powered analysis of interviews suggests that a youth’s framing of stressful events is a strong indicator of risk for future disorders.
JULY 31, 2026 – By applying artificial intelligence (AI) techniques to interviews with children about early life stress, researchers identified linguistic features that predicted future depressive or anxiety disorders. In a National Institutes of Health (NIH)-funded study, scientists developed predictive models based on these features that could predict symptom onset and diagnosis up to six years later, surpassing estimates based on gold-standard risk indicators.
This new research, led by senior author Ian H. Gotlib, Ph.D., at Stanford University, may represent a better way of identifying children without mental health disorders but are at high risk of developing them later in life. Such a tool could enable healthcare providers to act during a crucial window when prevention is still possible — a capability not supported by current clinical assessments.

For 25 years, A Safe Haven for Newborns has stood as a beacon of hope for mothers in crisis and a lifeline for vulnerable newborns. What began as Nick’s deeply personal journey to heal a broken heart and honor the memory of his beloved wife, Gloria, following her tragic passing, has grown into an internationally recognized organization dedicated to preventing infant abandonment and providing support, counseling, and critical resources to women facing the overwhelming reality of an unplanned pregnancy. From its beginnings, the mission has been rooted in compassion, dignity, and love — offering hope, protection, and a path forward during life’s most difficult moments.
Over the past quarter century, countless lives have been touched through the organization’s unwavering commitment to offering safe, legal, and anonymous options for mothers seeking help. Through advocacy, education, community partnerships, and around-the-clock support, A Safe Haven for Newborns has continued to remind women that they are never alone. To date, 441 newborns have been given a chance at life — 431 in Florida; nine in other states, and one in Honduras.
