FLORIDA’S NEW IMMIGRATION LAW: WHAT PHYSICIAN EMPLOYERS SHOULD KNOW
JUNE 29, 2023 – While not normally an issue that affects the practice of medicine, this year’s immigration bill does contain provisions that many physician practices should be aware of.
SB 1718, signed into law by Gov. Ron DeSantis on May 10, 2023, amends various state statutes to address provisions related to individuals in Florida who may be unauthorized aliens. Key for physician employers is the requirement, beginning on July 1, 2023, for private employers with 25 or more employees to use the E-Verify system to verify a new employee’s employment eligibility within three business days after the first day that the new employee begins working for pay.
If the E-Verify system is unavailable for three business days after the first day that a new employee begins work, the employer must use the Employment Eligibility Verification form (Form I-9) to verify employment eligibility. The employer must document the unavailability of the E-Verify system.
Employers may not continue to employ an unauthorized alien after obtaining knowledge that a person is or has become an unauthorized alien and must keep documentation of any official verification generated for at least three years.
An employer that is required to use the E-Verify system must certify that it is in compliance with the verification requirements on its first return each calendar year to the tax service provider when making contributions to or reimbursing the state’s unemployment compensation or reemployment assistance system.

FLORIDA’S E-VERIFY CERTIFICATION PROCESS ANNOUNCED
JULY 5, 2023 – If you have seen the news, you know that Florida now requires employers with 25 or more employees to verify each new employee’s employment eligibility within three business days after the first day that the new employee begins working.
In addition, Florida now requires a Certification Process. Each employer with 25 or more employees, must certify on its first reemployment tax return filed each calendar year that it used E-Verify or the I-9 to confirm employment eligibility of each new employee. This is great news as we originally understood the certification was needed every quarter.
Certification must be completed by (1) the individual owner, (2) the corporate president, treasurer, or other principal officer, or (3) a partner or member/managing member. The certification statement should be signed and dated if the employer uses E-Verify at the time of certification. If you use a payroll service, like PayMaster, we are not able to file the certification on your behalf, as we do not fit into one of those three roles. We will still continue to file your RT-6 each quarter.
Certifying use of the E-Verify system must be made on paper or online:
The new RT-E form, which can be found here and mailed to the state. The form is one page and simply wants the company name, Federal Employer Identification Number, and the name, title signature, and date of the authorized person. Completing and filing this form should not take more than 5 minutes, once a year, so it does not appear to be burdensome.
Registration to certify can also be done online. Registration should first be performed here. Registration took just a few minutes and I even performed my certification for this year, which took less than 60 seconds.

Evidence-based guidelines direct the care processes for patients with heart failure

HOW AI IS TRANSFORMING PATIENT CARE AT THE LYNN WOMEN’S HEALTH & WELLNESS INSTITUTE
The integration of artificial intelligence (AI) in healthcare has revolutionized patient care delivery, offering new opportunities for improved detection of diseases.
At the Christine E. Lynn Women’s Health & Wellness Institute, part of Baptist Health, in Boca Raton, FL, AI has been successfully implemented to enhance breast cancer prevention efforts. Dr. Kathy Schilling, the Medical Director of the Institute, shares her insights on how AI has transformed patient care and provides specific examples of its impact on breast cancer detection and diagnosis.
Improving Cancer Detection with AI
Officials at Boca Raton Regional Hospital conducted a study comparing the screening results of approximately 50,000 women before the implementation of AI with those of around 48,000 women after the adoption of AI technology.
The findings revealed that all fellowship trained dedicated breast radiologists demonstrated an improvement in their ability to detect cancer when utilizing AI. Specifically, there was a significant increase of 23% in the cancer detection rate. In other words, if the radiologists were able to identify 100 cases of cancer before AI, they were now detecting 123 cases using the technology, according to Dr. Schilling.
The implementation of AI has significantly improved the detection of breast cancers, she notes. “After using AI, we looked at 48,000 patients and found 398 cancers,” she explains. “So there was a 23% increase in cancer detection rate when we utilized artificial intelligence.”

WHEN IT COMES TO PATIENT CARE – WIN THEM BACK

How is your organization doing at wooing back patients. I’m not talking about the ones who need to go to you, but the ones who look forward to going to you for preventative care. During COVID many people, mostly out of fear, put off going to the doctor for items ranging from regular visits to both elective and required surgeries. As we enter the summer months free of masks and other precautions, health care organizations have a responsibility to ensure that patients feel comfortable and confident about seeking medical care. Unfortunately, even prior to the pandemic, many patients dreaded going which can lead to bigger issues.
However, there are several strategies that providers can use to get patients to look forward to going to the doctor. For example, always create a welcoming and comfortable environment for patients. This can include providing comfortable seating, soothing music, and calming colors on the walls. Additionally, ensure that facilities are clean and well-maintained, which can help patients feel more at ease. Everyone should also be looking for ways to improve communication with patients.

STAGING PANCREATIC CANCER EARLY WITH MINIMALLY INVASIVE SURGERY SHOWS POSITIVE RESULTS IN PATIENT PROGNOSIS, MAYO CLINIC STUDY FINDS
JUNE 30, 2023 – ROCHESTER, Minn. — A study published in the Journal of the American College of Surgeons reveals that performing a minor surgical procedure on patients newly diagnosed with pancreatic cancer helps to identify cancer spread early and determine the stage of cancer. The researchers add that the surgery ideally should be performed before the patient begins chemotherapy.
“This is an important study because it supports that staging laparoscopy may help with determining a patient’s prognosis and better inform treatment so that patients avoid unhelpful or potentially harmful surgical therapy,” says Mark Truty, M.D., surgical oncologist at the Mayo Clinic Comprehensive Cancer Center, who led this research. “Pancreatic cancer is the least survivable of all cancers, and it spreads fast. So, to have this information if cancer has spread will benefit patients and help clinicians determine the right treatment for the patient as soon as possible.”

DESANTIS SIGNS BILL PROHIBITING MEDICAL MARIJUANA AT FLORIDA RECOVERY RESIDENCES EVEN IF RECOMMENDED BY DOCTOR
Florida Gov. Ron DeSantis (R), a 2024 Republican presidential candidate, has signed a bill that expressly prohibits sober living facilities from allowing residents to possess or use medical marijuana, even if the patient is certified by a doctor to legally use cannabis therapeutically in accordance with state law. All other doctor-prescribed pharmaceutical medications may be permitted, however.
The governor signed the legislation, SB 210, on Tuesday—and he separately gave final approval to a hemp regulations measure that bans the sale of legal smokeless hemp products to people under 21.
Under the newly enacted SB 210, applicants who are seeking licensing to operate recovery residences under the state Department of Children and Families will need to affirm that they do not permit the use of cannabis, which “includes marijuana that has been certified by a qualified physician for medical use.”
But residents may continue to use other pharmaceutical drugs prescribed by doctors, so the law explicitly singles out medical marijuana.
In order to receive certification, a prospective recovery residence will need to provide documentation, including a policy and procedures manual. The new law will amend that requirement to specifically mandate that the manual includes a prohibition on marijuana, regardless of a person’s status as a medical cannabis patient.

HEALTH OFFICIALS ISSUE BLUE-GREEN ALGAE BLOOM ALERT FOR AREA IN LAKE OKEECHOBEE
JUNE 29, 2023 – The Florida Department of Health in Martin County has issued a Health Alert for the presence of harmful blue-green algal toxins for the Lake Okeechobee-S135LOCKUS area. This is in response to water samples taken by the Department of Environmental Protection (DEP) on June 23, 2023.
Residents and visitors are advised to take the following precautions:
Do not drink, swim, wade, use personal watercraft, water ski or boat in waters where there is a visible bloom.
Wash your skin and clothing with soap and water if you have contact with algae or discolored or smelly water. Keep pets away from the area. Waters where there are algae blooms are not safe for animals. Pets and livestock should have a different source of water when algae blooms are present.
Do not cook or clean dishes with water contaminated by algae blooms. Boiling the water will not eliminate the toxins.
Eating fillets from healthy fish caught in freshwater lakes experiencing blooms is safe. Rinse fish fillets with tap or bottled water, throw out the guts and cook fish well.
Do not eat shellfish in waters with algae blooms.

What is blue-green algae?
Blue-green algae are a type of bacteria that is common in Florida’s freshwater environments. A bloom occurs when rapid growth of algae leads to an accumulation of individual cells that discolor water and often produce floating mats that emit unpleasant odors.
Some environmental factors that contribute to blue-green algae blooms are sunny days, warm water temperatures, still water conditions and excess nutrients. Blooms can appear year-round but are more frequent in summer and fall. Many types of blue-green algae can produce toxins.

JUNE 22, 2023 – The Health Foundation of South Florida announced more than $2 million in funding for two initiatives aimed at addressing Black maternal health inequities in Miami-Dade and Broward counties and a community-based peacemaker program in Liberty City and Overtown. The grants were unveiled at the second annual Black Health Summit, which took place earlier this month at Florida Memorial University and drew more than three hundred healthcare, education, philanthropy, and community leaders to discuss the current state of Black health in South Florida. The Summit aimed to identify actionable solutions and collaborations for addressing longstanding inequities impacting health and well-being for Black residents across the region. The three investments are:
Improving Doula Access and Integration in Miami-Dade
A collaborative of organizations, comprised of Jackson Health System, Southern Birth Justice Network, Metro Mommy Agency, Magnolia Birth House and YWCA South Florida, will receive more than $930,000 to help build the infrastructure needed to incorporate community-based doulas (trained professionals who provide continuous physical, emotional and informational support before, during and shortly after childbirth) into the pre-natal, birthing and postpartum process with the goal of reducing Black maternal and infant mortality and morbidity.
