Protect Health Care Access in the State Budget

Budgets are about priorities. That is true whether it’s a household budget, a corporate budget, or a government budget.
Families have to decide where and how much to allocate paychecks for obligations for housing, transportation, shelter, food, and other essential needs. Companies have to make allocation decisions based on current obligations and future growth goals. States have to make choices based on immediate priorities and needs and maintain adequate reserves for future financial challenges. And the budget must balance. What is allocated as spending must be offset with revenue. That requires prioritization.
Lawmakers are working to finalize Florida’s budget for fiscal year 2026-27. As one of the fastest growing states in the country – attractive to families, companies, retirees, and visitors alike – Florida is in an enviable position. Florida ranks first in the nation in education, net in-migration, entrepreneurship, and new business formations, with 3.8 million new businesses created since 2019.
Key to that continued growth and success is protecting health care programs, including Medicaid, from funding cuts, and crucially, so is investing in the health care infrastructure to meet future needs.
The initial budget proposals from the House and Senate reflect overall appropriation increases over the current year’s budget for health and human services functions – 3.8 percent in the House version and 3.3 percent in the Senate version. That is good news.
What is concerning, however, is the Senate’s initial proposal which seems to single out hospitals for a 3 percent cut to base Medicaid reimbursements. At the time of this writing, the proposal includes a payment cut of nearly $90 million to Florida’s hospitals.

ACHE of South Florida Member Spotlight: Michelle Marsh

Michelle Marsh has been a member of The American College of Healthcare Executives (ACHE) for many years, joining as a student while studying at Penn State for a B.S. in Health Policy and Administration. Her student member involvement continued into her graduate program at George Washington University, where she received a Master of Health Services Administration. There, she met a group of student colleagues and friends that were involved with ACHE and one of them had taken a healthcare career path to South Florida.
As Marsh weathered the cold winter months in the northeast, she was convinced that Florida sounded like a perfect plan to start her professional career. Marsh recalled, “My husband and I were newlyweds and decided to take a leap and leave our hometown area and move down to South Florida. Being a student member of ACHE gave me the connection and segue to land a great job in healthcare.” She initially worked for Broward Health as an analyst in the Strategic Planning Department, where her director was the president of an affiliated organization of ACHE known as the South Florida Healthcare Executive Forum (SFHEF). That was 26 years ago.
Marsh, who has worked mainly in hospital and healthcare system strategic planning for more than 25 years, said, “Throughout my experience working in healthcare systems, such as Broward Health and HCA, I have gained a diverse knowledge base in the development of hospital strategic and business growth plans, physician business development, and strategic marketing, while managing the ever-changing healthcare landscape.”

Designation expands access to specialized care for children with primary ciliary dyskinesia
March 3, 2026 — Joe DiMaggio Children’s Hospital has been recognized as part of the Primary Ciliary Dyskinesia Foundation (PCDF) Clinical and Research Centers Network, becoming the first center in South Florida to earn the designation and expanding access to specialized care for children with this rare genetic condition.
The recognition places Joe DiMaggio Children’s Hospital among a select national network of clinical centers dedicated to the diagnosis, treatment and long-term management of PCD, a rare inherited disorder that affects the respiratory system. For families across South Florida and surrounding regions, the designation provides local access to coordinated, multidisciplinary care guided by national standards.

Jupiter Medical Center Expands Orthopedic Innovation with MISHA® Knee System
JMC is first in Florida to offer minimally invasive implant for medial knee osteoarthritis
February 27, 2026 – Jupiter Medical Center (JMC) announced today that it has completed its first implantation of the MISHA® Knee System, the first implantable shock absorber (ISA) designed to reduce load on the knee joint, relieve pain, preserve function, and potentially delay the need for total knee replacement surgery. The procedure was performed by Marc Matarazzo, MD, a board-certified and fellowship-trained orthopedic surgeon.
This milestone introduces to the region a technology recently approved by the U.S. Food and Drug Administration (FDA), offering a new treatment option for patients with mild to moderate medial knee osteoarthritis who have exhausted conservative therapies but are not yet candidates for joint replacement.
“I’m truly honored to have performed the first MISHA™ Knee System implantation in the state of Florida,” said Dr. Matarazzo. “This technology represents a major advancement in treating patients suffering from medial knee osteoarthritis, and our commitment to offering state-of-the-art orthopedic solutions and alternatives to joint replacement.”
The MISHA Knee System is implanted on the medial side, inner aspect of the knee during a minimally invasive outpatient procedure. As a tissue-sparing ISA, it requires no bone cutting and preserves the articulating cartilage surfaces of the knee, maintaining options for future treatment. It is placed under the skin, outside the joint itself, and acts as a shock absorber, reducing peak knee forces by over 30 percent. The procedure does not impose restrictions on weight-bearing or on returning to activity after surgery.

New Data Shows Broward County Has Lowest Overdose Death Rate Among Peer Counties
March 2, 2026 – More than 250 community leaders, healthcare professionals, educators, law enforcement officials, and policymakers gathered on February 18, 2026, at The Diplomat Beach Resort for the 3rd Annual South Florida Addiction Prevention & Solutions Summit, presented by United Way Broward’s Coalition on Behavioral Health & Drug Prevention.
This year’s Summit spotlighted the measurable progress in the fight against substance misuse. According to data highlighted in the Coalition’s December community briefing, Broward County now reports the lowest overdose death rate among peer counties. The lower rate is a milestone reflecting years of coordinated prevention, education, enforcement, treatment access, and recovery support efforts by the Coalition.
“This reduction in overdose deaths demonstrates that collaborative, evidence-based strategies are working,” said Kathleen Cannon, President & CEO of United Way Broward. “When public agencies, healthcare systems, law enforcement, nonprofits, and community leaders align around shared data and shared solutions, lives are saved.”

Florida Blue Foundation Invests $3.5 Million to Address Florida’s Maternal Health Crisis
Nonprofit foundation also now accepting applications for its food security grant program
SOUTH FLORIDA – March 4, 2026 – To address Florida’s maternal health crisis, the Florida Blue Foundation, the philanthropic affiliate of Florida Blue and part of the GuideWell portfolio of companies, is investing $3.5 million to expand access to doula care, in-home visits, mental health services, and chronic condition support for mothers and families statewide.
Why it matters: High rates of preterm birth and infant mortality across Florida, particularly among women with chronic conditions and limited access to care, underscore the need for stronger, community-based maternal health support to improve outcomes for mothers and babies.
The details: This latest round of grants supports organizations improving maternal health outcomes for women with chronic conditions, as well as those that provide perinatal and postpartum mental health services.
“These organizations are meeting mothers where they are — in clinics, in their homes, in early learning centers, and in places that are comfortable and convenient for them,” said Susan Towler, executive director of Florida Blue Foundation. “Every program we support helps close gaps in access, improve maternal and infant health outcomes, and strengthen families across the state.”

HSS Study Finds Infection Rates at a High-Volume Academic Orthopedic Center After Total Knee Arthroplasty are Low Regardless of Individual Surgeon Volume
March 4, 2026 – A retrospective study by Hospital for Special Surgery (HSS) investigators found that infection rates at a high-volume academic orthopedic center following total knee arthroplasty (TKA) are uniformly low regardless of individual surgeon volume. These findings challenge the long-held belief that a surgeon’s experience, not the institution’s, drives safety outcomes. The research team shared their study results in a presentation at the American Academy of Orthopedic Surgeons (AAOS) 2026 Annual Meeting.
TKA, also known as total knee replacement, is one of the most common elective surgeries in the United States, with over 700,000 cases performed each year. In spite of advances in surgical techniques and antibiotic regimens, infection following TKA remains a devastating complication that has led to a greater focus on controllable risk factors.
“Historically, it’s been said that the higher a surgeon’s volume, the lower the rate of infection, and the corollary is that low-volume surgeons are considered to have a higher risk of infection,” says senior author Geoffrey H. Westrich, MD, hip and knee surgeon at HSS. “We wanted to take a closer look at this historic paradigm to determine if surgeon volume independently affects infection outcomes at a high-volume orthopedic center that places great importance on infection prevention.

Encompass Health Rehabilitation Hospital of Irmo now open in South Carolina
March 3, 2026 — Today, Encompass Health, the nation’s largest owner and operator of inpatient rehabilitation hospitals, announced the opening of Encompass Health Rehabilitation Hospital of Irmo. The 49-bed inpatient rehabilitation hospital is now accepting patients.
The more than 53,000-square-foot, freestanding hospital provides essential rehabilitation services that help patients recovering from strokes, brain injuries, spinal cord injuries, amputations and complex orthopedic conditions regain functional ability, independence and quality of life. Patients receive a minimum of three hours of intensive physical, occupational and/or speech therapy five days each week, as well as frequent physician visits and 24-hour nursing care. Minnesota Twins Celebrity Golf Classic Raises $65K for Lee Health
Mar. 3, 2026 — The 28th Annual Minnesota Twins Celebrity Golf Classic held on Feb. 13 brought the Southwest Florida community together for a great cause, raising more than $65,000 to support Lee Health Cancer Institute.
Held at Topgolf in Fort Myers, the event featured competitions for all ages and skill levels, along with appearances from Minnesota Twins celebrities. Participants enjoyed an evening of fun with interactive games, team prizes and a silent auction.

Mayo Clinic researchers discover hidden brain map that may improve epilepsy care
March 4, 2026- Mayo Clinic researchers have identified a hidden “movement map” deep within the brain — a discovery that could help surgeons reduce side effects from epilepsy procedures and guide future treatments for speech and movement disorders.
In a study published Feb. 18 in the Proceedings of the National Academy of Sciences, the team reports that a small, buried brain region called the insula contains its own organized map of the body. Distinct areas within the insula are linked to movement of the hands, feet, and tongue.
The finding has immediate relevance for epilepsy care. Surgeons sometimes operate in or near the insula to treat seizures, and up to 30% of patients can experience temporary problems with speech, swallowing or hand movement afterward. Until now, doctors did not have detailed maps showing exactly where those functions are located in this deep brain region.

Mayo Clinic researchers link Parkinson’s-related protein to faster Alzheimer’s progression in women
March 4, 2026 – Alzheimer’s-related brain changes progressed up to 20 times faster in women who also had abnormal levels of a Parkinson’s-related protein, according to a Mayo Clinic study published in JAMA Network Open. The same pattern was not observed in men.
The findings suggest that when alpha-synuclein — a protein linked to Parkinson’s disease — accumulates alongside Alzheimer’s pathology, it may drive faster disease progression in women. That interaction could help explain a long-standing disparity: women make up nearly two-thirds of people living with Alzheimer’s disease in the U.S.
Kejal Kantarci, M.D., a Mayo Clinic neuroradiologist and senior author of the study, uses advanced brain imaging to track Alzheimer’s progression.
“Recognizing these sex-specific differences could help us design more targeted clinical trials and ultimately more personalized treatment strategies,” Dr. Kantarci says. “When we see disease-related changes unfolding at dramatically different rates, we cannot keep approaching Alzheimer’s as though it behaves exactly the same way in everyone. Co-pathologies may impact the disease process.”

Automated CT scan analysis could fast-track clinical assessments
NIH-funded research suggests AI-powered tool could streamline diagnoses and unveil early markers for chronic disease.
March 4, 2026 – A research team funded by the National Institutes of Health (NIH) has developed a versatile machine learning model that could one day greatly expand what medical scans can tell us about disease. Scientists used their tool, named Merlin, to assess 3D abdominal computed tomography (CT) scans, accomplishing tasks as simple as identifying anatomical features to as complex as predicting disease onset years in advance. Despite being developed as a general-purpose CT model, Merlin surpassed a gauntlet of similar automated tools in tasks they were specifically built to handle.
The team trained their model on a unique set of patient CT scans linked to radiology reports and medical diagnosis codes collected from the Stanford University School of Medicine. The researchers note that it is the largest collection of abdominal CT data to date.
