FLORIDA MEDICAL ASSOCIATION : END OF SESSION REPORT

The 2025 Legislative Session has been an intriguing one – and it’s not over. Of the 1,982 bills that were filed, only 254 passed both chambers. However, the budget, which is the only constitutionally required action item, was not passed. The Legislature passed HCR 1631, a concurrent resolution extending the 2025 Regular Session of the Florida Legislature, until 11:59 p.m. on Friday, June 6, 2025.

BILLS THAT PASSED
Department of Health
(HB 1299 by Rep. Yarkosky and SB 1270 by Sen. Collins)

Every session there is a Department of Health package that often gets loaded up with several unrelated issues to the point where it dies of its own weight. This year, however, the House and Senate sponsors were able to get the bill across the finish line by jettisoning the most controversial provision in the original bill – a provision that would have prohibited physicians and hospitals from discriminating against a patient based solely on the patient’s vaccination status.

The FMA was successful in having this provision narrowed to apply only to hospitals before it was removed entirely.

MAY 15,2025- In a world where philanthropy is often seen as a financial transaction, the Henry E. Haller Jr.  Foundation is redefining what it means to give. With a deep-rooted commitment to service leadership, Linda Haller and her family foundation recently made a significant investment in the future of Broward Health – a $5.2 million gift announced at the 12th Annual Broward Health Ball. This funding will leave a lasting impact on the community as it will be used to build two new labs at Broward Health Medical Center in downtown Fort Lauderdale, both with cardiac catheterization and electrophysiology capabilities and equipped with Siemens Artis Icono systems.

“These labs will help us meet the growing needs of our community by expanding our capacity to treat cardiac patients, whether they come to us for scheduled or emergency care,” said Jenna Merlucci, vice president of heart and vascular services at Broward Health. “We’re excited about the precise imaging and emphasis on safety and efficiency that the advanced technology enables when used to treat conditions, including cardiac arrhythmias, coronary heart disease and structural heart disease.”

High-Intensity Gait Training Speeds Healing, Returns Independence to Neurologic Patients

May 15 ,2025 – Following a serious car accident and surgery to stop a brain bleed, Nery Mejicano felt helpless. The 80-year-old who loved to travel could no longer walk or feed himself, and even lifting a spoon required assistance.

Helpless, however, doesn’t mean hopeless, and Mejicano’s physical therapists at Memorial Healthcare System had a plan to return their patient to his maximum physical potential. Utilizing high-intensity gait training — a form of exercise known to aid the recovery of patients who have had strokes, traumatic brain or spinal cord injuries — clinicians pushed Mejicano to go beyond what he thought he was capable of, and well beyond traditional PT interventions.

Ryder Trauma Center Announces Research Trial to Increase Survival Rates in Patients Suffering from Major Blood Loss

May 15, 2025- Ryder Trauma Center is taking part in a new research study that could help save the lives of people who suffer major blood loss from traumatic injuries. Trauma is the number one cause of death for people under 45. The most common cause of preventable death after an injury is bleeding.

The study, CAVALIER Trial, which stands for Calcium and Vasopressin following Injury Early Resuscitation, will test if giving patients calcium and/or vasopressin earlier in their care can help increase their chances of surviving their injuries.

“Patients who lose a lot of blood and receive transfusions will experience a drop in calcium levels. In addition, they may also suffer a drop in blood pressure,” said Jonathan P. Meizoso, MD, MSPH, FACS, general surgery at Ryder Trauma Center and Uhealth. “Calcium is important to help blood clot, and vasopressin plays a major role in squeezing the veins to increase blood pressure to a health level
Doctors already use calcium and vasopressin to treat patients, but they are usually given later during care. This study will look at the benefits of giving these treatments sooner.

The University of Miami and Jackson Memorial Hospital’s Ryder Trauma Center is consulting the people of Miami-Dade County whether to participate in a trauma research study to investigate two blood transfusion strategies for trauma patients who are bleeding to death.

May 15, 2025 – Bleeding out is the most common cause of preventable death after injury. Researchers at the University of Miami and Jackson Memorial Hospital’s Ryder Trauma Center are asking for community input on whether they should participate in a study that will compare two resuscitation strategies, one using whole blood versus the other using traditional blood component therapy. The goal is to compare which strategy can improve survival.

The traditional approach for treating injured patients who are bleeding is to administer multiple separate units of red blood cells, plasma and platelets — known as component therapy. However, recent evidence from military and civilian medicine suggests that survival may be better when patients receive whole blood, instead of previously separated blood products.

FAU CARD Releases Free Water Safety Guide for Children with Autism

Drowning Prevention Resource Available to All Families and Caregivers

May 8, 2025 – Drowning is the leading cause of unintentional death for children aged 1 to 4 in Florida, and children with autism face even greater danger – many times more likely to drown than their neurotypical peers. One key factor behind this alarming statistic is wandering, also known as elopement. Nearly 50% of children with autism will wander from a safe environment at some point. These incidents can happen in a split second and often lead to children being drawn to nearby water sources such as pools, ponds or canals – many of which are unprotected.

Children with autism are often naturally drawn to water because of its calming sensory qualities – its movement, sound and reflection can be soothing. Unfortunately, this attraction, combined with limited danger awareness or swimming ability, significantly increases their risk of drowning.

NIH researchers discover tissue biomarker that may indicate higher risk of aggressive breast cancer development and death

MAY 14, 2025 – Researchers at the National Institutes of Health (NIH) have identified a series of changes in the architecture and cell composition of connective tissues of the breast, known as stromal tissue, that is associated with an increased risk of developing aggressive breast cancer among women with benign breast disease, and poorer rates of survival among women with invasive breast cancer. This process, which they call stromal disruption, could potentially be used as a biomarker to identify women with benign breast disease who are at high risk of developing aggressive breast cancers, as well as those with breast cancer who may be at increased risk of recurrence or death.

Incidence rates of some cancer types have risen in people under age 50

Despite increasing incidence rates, cancer deaths in young people have not increased overall.

May 8, 2025 – Researchers at the National Institutes of Health (NIH) have completed a comprehensive analysis of cancer statistics for different age groups in the United States and found that from 2010 through 2019, the incidence of 14 cancer types increased among people under age 50. Of these cancer types, nine—including several common cancers, such as breast cancer and colorectal cancer—also increased in some groups of people aged 50 and older. However, the incidence of 19 other cancer types—including lung cancer and prostate cancer—decreased among people under age 50, so the total rate of all cancers diagnosed in both younger and older age groups did not increase, nor did the rate of cancer death.

Health Foundation of South Florida Announces 2025 Black Health Summit In Action

Black Health Summit In Action advances community priorities through grassroots leadership and strategic investment

April 30, 2025 – As National Minority Health Month draws to a close, the Health Foundation of South Florida is proud to announce Black Health Summit In Action – highlighting the momentum and community vision of past Black Health Summits.

2025 marks a turning point: bringing the Summit’s mission beyond the stage and directly into the communities where real-time challenges are being met with responses. By centering grassroots leadership and community-designed solutions, Black Health Summit In Action puts health equity into motion—on the ground, in partnership, and with lasting impact.

This year’s work is a direct response to the community-identified priorities, specifically the need for greater access to quality health care, affordable housing, community safety, and culturally responsive outreach. In past Summits, residents and grassroots leaders made clear that health equity cannot be achieved without addressing the conditions that shape daily life—where people live, how they access care, and whether systems reflect their realities.
