Tampa General Hospital Implements Comprehensive Mitigation Plan to Prepare for Hurricane Milton
Tampa, FL – October 8, 2024 – Tampa General Hospital has opened the incident command center and activated its hurricane preparedness plan in advance of Hurricane Milton. The health and safety of patients, team members and community are top priority.
“We have a proactive and comprehensive plan in place to protect our locations against severe weather so we can continue to provide the exceptional care for which our patients turn to Tampa General,” said Erinn Skiba, Assistant Director of Public Safety, Tampa General Hospital. “Our fence around the Davis Islands campus is up, supplies are stocked at all hospital locations, and the teams stand ready to provide care through Hurricane Milton.”
Tampa General leadership and team members engage in emergency management training with government and community partners several times throughout the year to plan for and practice response to various emergencies, such as severe weather events.
As the region’s only Level I Trauma Center, the academic health system stands ready to meet the needs of patients throughout the state who require care after the storm has passed.
Details on preparations at Tampa General Hospital on Davis Islands include:
On-Site Energy Source – Tampa General completed construction in 2022 on a 16,000-square-foot Central Energy Plant. Located 33 feet above sea level, this energy plant provides a reliable, protected power supply in the event of power disruption. It is built to withstand the impact and flooding of a Category 5 hurricane. The plant houses generators and boilers that can create steam and hot water.
On-Site Water Source – In the rare event that water service is disrupted, a well is available to supply water needs. In addition, more than 5,000 gallons of water was moved on site to support patients and team members. AquaFence – Tampa General has completed assembly of the AquaFence to protect vulnerable areas of the campus against storm surge and flooding. The AquaFence is a water-impermeable barrier that can withstand storm surge up to 15 feet above sea level.

| DOH-Miami-Dade Urges Residents to Follow Flood Safety Tips
October 8, 2024 – Miami, Fla. — The Florida Department of Health in Miami-Dade County (DOH-Miami-Dade) urges residents to be aware of the health risks associated with flooding. Skin contact with flood waters does not, by itself, pose a serious health risk. However, health hazards are a concern when waters are or become contaminated with bacteria or contain dangerous debris.
DOH-Miami-Dade recommends the following to prevent illness or injury from flood waters:
Basic hygiene is critical. If you are under a boil water notice, use commercially bottled water for mixing baby formula. Wash your hands with soap and either disinfected or boiled and cooled water, especially before preparing or eating food, after toilet use, after handling a soiled diaper, after participating in flood cleanup activities, and after handling objects contaminated with flood water or sewage.
Avoid eating for drinking anything that has been contaminated with flood waters.
Avoid contact with flood waters, especially if you have open cuts or sores.
If you have any open cuts or sores and come in contact with flood waters, wash the area well with soap to prevent infection. If a wound develops redness, swelling, or drainage, seek immediate medical attention.
Residents who sustain lacerations and/or puncture wounds are encouraged to contact their primary health care provider to make sure they are current on their tetanus vaccine and possibly get a booster.
Risk Factors: Individuals who have compromised immune systems, liver disease, or open wounds are at higher risk for Vibrio vulnificus. Symptoms: Symptoms may include diarrhea, vomiting, abdominal pain, fever, chills, fast or high heart rate, confusion, or disorientation. When to Seek Medical Attention: Seek medical attention immediately if you experience symptoms associated with Vibrio vulnificus, especially after exposure to floodwaters.
If on a septic system and your plumbing is functioning slowly: Conserve water as much as possible; the less water used the less sewage the septic tank must process. Minimize use of your washing machine.
Do not have the septic tank pumped. Exceptionally high-water tables might crush a septic tank that was pumped dry. If the basic problem is high ground water, pumping the tank does nothing to solve that problem.

Biden-Harris Administration Takes Next Step on Proposed Model to Lower Prescription Drug Costs for People with Medicare
CMS Seeks Feedback on Medicare $2 Drug List Model, Sample $2 Drug List, and Outreach
October 9, 2024 – Today, the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), released a Request for Information (RFI) and a sample list of prescription drugs that the agency preliminarily intends to include under the proposed Medicare $2 Drug List Model, which was developed in accordance with President Biden’s Executive Order 14087, “Lowering Prescription Drug Costs for Americans”. Under the model, people enrolled in a participating Medicare prescription drug coverage (Part D) plan would have access to these drugs for a low, fixed copayment of no more than $2 for a month’s supply per drug. The model would provide individuals more certainty about the out-of-pocket costs for these generic covered Part D drugs that would target common conditions, such as high cholesterol and high blood pressure. CMS issued this RFI to support continued development of the model.
“We want generic drugs for common chronic conditions to be affordable for people on Medicare. Reliably low copayments for essential generic drugs make it more likely that seniors and people with disabilities can afford the drugs they need to stay healthy,” said HHS Secretary Xavier Becerra. “This is the latest action taken by President Biden and Vice President Harris to lower drug costs. This Administration has already capped the cost of insulin, made vaccines available at no cost for people with Medicare, and now is, for the first time in history, ensuring Medicare has the power to negotiate lower prescription drug costs for seniors – and we will continue to do everything we can to make health care more affordable and accessible for everyone.”
“CMS is using every lever at its disposal to ensure people with Medicare have access to lower-cost prescriptions,” said CMS Administrator Chiquita Brooks-LaSure. “The Medicare $2 Drug List Model will aim to help improve access to and affordability of low-cost generic drugs for people with Medicare prescription drug coverage, and we encourage the public to provide feedback on the model.”

LeadingAge Southeast Joins State Affiliates & Attorneys General in Lawsuit to Overturn CMS Staffing Mandate
October 9, 2024 – TALLAHASSEE—A total of 19 LeadingAge state affiliates, membership associations that represent hundreds of mission-driven aging services providers across the country, have joined a lawsuit with 20 Attorneys General to overturn the Centers for Medicaid and Medicare Services’ (CMS) staffing mandate. Filed by the Attorneys General from Iowa, Kansas, and South Carolina on behalf of LeadingAge Iowa, LeadingAge Kansas, and LeadingAge South Carolina, and other state affiliates, in the United States District Court’s Northern District of Iowa, the complaint intends to overturn the mandate itself and vacate certain of the more onerous requirements in the rule.
“LeadingAge Southeast is joining other state affiliates and attorneys general in this lawsuit to overturn the CMS Staffing Mandate because it imposes harmful and unsustainable mandates on our members and nursing homes nationwide,” said Steve Bahmer, LeadingAge Southeast President & CEO. “While we share CMS’s goal of ensuring that all nursing home residents receive quality care, we believe that the staffing mandate misses the mark. CMS has overreached its authority with this rule and would place an undue financial burden on states and providers. Our members are dedicated to delivering high-quality care, and this mandate threatens their ability to do so by introducing onerous requirements that jeopardize the very services residents rely on. We are committed to advocating for solutions that work for both residents and providers without undermining the viability of care.”
In April, CMS released the Nursing Home Minimum Staffing Standards final rule to the Federal Register. The rule requires all federally funded nursing homes to produce a revised facility assessment and changes the minimum number of hours per resident day (HPRD). All providers must provide 3.48 hours of direct nursing care per patient, per day and staff a registered nurse 24 hours a day. These specific breakdowns also require 0.55 RN and 2.45 certified nurse aide (CNA) coverage per patient, per day.
