HOW SB 1580 DEFINES ‘RIGHT OF MEDICAL CONSCIENCE’ AND FREE SPEECH IN HEALTH CARE
Should a physician be subject to discipline or job termination for refusing to provide a health care service that the physician has a sincerely held religious, moral, or ethical objection to?
During the 2023 session, the Florida Legislature answered this question by passing SB 1580. In the first section of this bill, the Legislature made its position clear on this issue by stating that
It is the intent of the Legislature to provide the right of medical conscience for health care providers and payors to ensure they can care for patients in a manner consistent with their moral, ethical, and religious convictions. Further, it is the intent of the Legislature that licensed health care providers and payors be free from threat of discrimination for providing conscience-based health care.
This Legislature coupled this “right of medical conscience” with a provision protecting the “use of free speech by a health care practitioner” to create a comprehensive legislative package that was a priority of Gov. Ron DeSantis. This analysis of SB 1580 will attempt to explain how these two new provisions affect the practice of medicine.

NICKLAUS CHILDREN’S IS FIRST PEDIATRIC HOSPITAL IN SOUTH FLORIDA TO OFFER INNOVATIVE BEAR IMPLANT TO TREAT ACL TEARS
July 21, 2023 – Nicklaus Children’s Hospital is the first children’s hospital in South Florida to offer the BEAR® Implant for treatment of anterior cruciate ligament (ACL) tears, one of the most common knee injuries in the U.S. The BEAR Implant is the first medical advancement to enable the body to heal its own torn ACL. This new approach is a paradigm shift from the current standard of care – reconstruction that replaces the ACL with a graft – and is the first innovation in ACL tear treatment in more than 30 years. Since March 2023, the hospital has performed four BEAR implant procedures on patients ranging in age from 14 to 17.
Every year, approximately 400,000 ACL injuries occur in the U.S. The population group most affected by these injuries is adolescent females ages 15 to 20, followed by males in the same age range. A torn ACL does not heal without treatment, resulting in ACL reconstruction being one of the most common orthopedic procedures in the U.S. Yet the procedure has drawbacks; some procedures require two separate incisions, and some people who undergo reconstruction are unable to return to the same level of daily activities or sports.

In addition to their own observations and interviews, the reviewers conducted patient tracers, which followed patients through the course of their care while receiving services.

July 20, 2023 – Family medicine graduate, Dr. Katina Richardson gave her commencement speech at the seventh annual Brodes H. Hartley, Jr. Teaching Health Center graduation ceremony as her fellow graduates shared proud smiles, reflecting on their transformative residency.
“Our paths were not easy, and the challenges were immense, but it was in these moments that we discovered our true strengths, resilience, and commitment to our professions,” she said. “CHI has given us the tools to go out and make a profound impact in the lives of our patients and community.”
After three long years, their special day had finally arrived. The intimate ceremony held on June 10th at Pinecrest Gardens celebrated four family medicine residents and three psychiatry resident graduates. The incredible accomplishment stood as a testament of their determination, perseverance and appetite for knowledge and growth as medical professionals.
A reflection of Community Health of South Florida’s Inc. (CHI) commitment to community health care, this group of doctors showed the organization’s dedication to innovation and growth.

FRANK HASKELL, 93, LOCAL HERO FOR CHILDREN WITH CANCER, DIES
Haskell co-founded Barbara’s Friends, Golisano Children’s Hospital Cancer Fund, which has raised $25 million since 1995
FORT MYERS, Fla. – July 19, 2023– Frank Haskell, 93, co-founder of Barbara’s Friends to support children with cancer, passed away on Wednesday, July 19. For the past 28 years, Haskell worked tirelessly to help local children win their battles with cancer and life-threatening blood disorders. Through his efforts, Barbara’s Friends raised $25 million to support more than 10,000 children at Golisano Children’s Hospital.
“Without Frank Haskell, the achievements we’ve made to advance pediatric cancer care in Southwest Florida would not be possible,” said Dr. Emad Salman, VP and Chief Physician Executive – Children’s Services. “Frank was committed from the moment I met him to making a difference. He has saved the lives of thousands of children, forever impacting their families and our community. His passion and tenacity and humor will be missed. Frank was a true champion and friend to all children.”
Haskell retired in 1987 and relocated to Southwest Florida after a successful career at Burroughs Corporation in Boston, where he was the youngest vice president in company history, and Moore Business Systems in Dallas. He was invited to join the development board for the Children’s Hospital of Southwest Florida in 1991.Haskell founded the cancer fund with his late wife Betty in 1995, naming the fund in memory of their daughter Barbara, who died at age 36 after a battle with cancer. Before Barbara died, she asked her parents to do more to help children fighting cancer, so they didn’t have to suffer. The original goal was to raise about $100,000 with the fund in her name.

As part of the academic health system’s $550 million master facility plan, the TGH Cancer Institute’s Brandon location expands access to world-class cancer care for more patients.
July 19, 2023 – In an endeavor to expand cancer care for the rapidly growing communities of south Hillsborough County, Tampa General Hospital (TGH) opened a state-of-the-art, 26-bay Infusion Center in the TGH Cancer Institute’s Brandon location. A ribbon-cutting ceremony was held on July 19. Additionally, a Radiation Oncology Center will open at the Brandon location, 10740 Palm River Road, this fall.
“By collaborating with some of the nation’s preeminent physicians and researchers, we established a leading-edge, research-driven Cancer Institute. Our multidisciplinary team combines the highest level of expertise with compassion as they provide personalized treatments to the greater Tampa Bay region,” said John Couris, president and CEO of Tampa General Hospital. “Our new TGH Cancer Institute location allows us to expand our reach and provide greater access to our community.”
The TGH Cancer Institute satellite location in Brandon is part of Tampa General’s $550 million master facility plan, the largest in the hospital’s almost 100-year history. Once completed, TGH will bring more of the most advanced technology and leading-edge care to the academic health system’s patients in Florida and beyond.

FROM BATTLING FIRES TO BATTLING LEUKEMIA — MEMORIAL-MOFFITT CANCER PARTNERSHIP RESCUES RICHARD
July 19, 2023 -After three years in remission, Richard received gut-wrenching news. Just months from retiring after 25 years as a firefighter, his acute myeloid leukemia was back.
After returning briefly to his initial treatment facility, Richard and his wife, Gina, turned to Moffitt Malignant Hematology and Cellular Therapy at Memorial Healthcare System for a second opinion, hopeful for more aggressive treatments.
“We fell in love instantly,” said Gina. “Everybody was so great to us.”

The purpose of the Family Fun Healthy Sports Expo is to let kids try different sports, meet new friends and have fun. Physical activity helps promote health, well-being, learning new skills and building self-esteem.
There will be opportunities to practice basketball, boxing, soccer, skating, hockey, golfing, martial arts, wrestling, Zumba and yoga.
There will also be food and a bounce house, along with education on sports injuries, pediatrics and heart health.
Playing sports also helps children develop and improve cognitive skills and it can even help improve a child’s academic performance since playing sports requires the child to focus, use critical thinking skills and work as a team.

Ultrasound is commonly used to diagnose heart issues, and portable ultrasound machines, known as point-of-care ultrasound (POCUS), have become common in recent years. Portable ultrasound machines make it possible for patients to be scanned at the hospital or home bedside, in an ambulance, or even at a clinic in the remote countryside.
But this doesn’t necessarily mean that a patient receives a timely, lifesaving diagnosis. Even if POCUS is available, not every patient can be prioritized for a scan, and not enough expert physicians may be available to quickly interpret them. This is the challenge that AISAP surmounts.

Researchers from University of Gothenburg, Sweden reported results from a simple, finger prick blood test that shows promise in the ability to detect markers of Alzheimer’s using a single drop of blood dried on spot cards and shipped overnight between two countries, without temperature control or cooling. If validated through additional research, this test could offer a quick, noninvasive and cost-effective option that is simple enough to be performed independently, or by caregivers. It may be particularly valuable for use in rural districts or other lower resourced areas.

OMEGA-3 FATTY ACIDS APPEAR PROMISING FOR MAINTAINING LUNG HEALTH
NIH-funded study supports new role for nutrient found in fish, dietary supplements.
July 20, 2023 – Omega-3 fatty acids, which are abundant in fish and fish oil supplements, appear promising for maintaining lung health, according to new evidence from a large, multi-faceted study in healthy adults supported by the National Institutes of Health. The study provides the strongest evidence to date of this association and underscores the importance of including omega-3 fatty acids in the diet, especially given that many Americans do not meet current guidelines. Funded largely by the National Heart, Lung, and Blood Institute (NHLBI), part of NIH, the study results were published in the American Journal of Respiratory and Critical Care Medicine.
“We know a lot about the role of diet in cancer and cardiovascular diseases, but the role of diet in chronic lung disease is somewhat understudied,” said corresponding author Patricia A. Cassano, Ph.D., director of the Division of Nutritional Sciences at Cornell University in Ithaca, New York. “This study adds to growing evidence that omega-3 fatty acids, which are part of a healthy diet, may be important for lung health too.”

NIH AWARDS WILL FUND POST-TREATMENT LYME DISEASE SYNDROME RESEARCH
July 21, 2023 – The National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health, has awarded five projects for research to better understand Post-treatment Lyme Disease Syndrome (PTLDS), which is a collection of symptoms, such as pain, fatigue, and difficulty thinking or “brain fog,” which linger following standard treatment for Lyme disease. The Centers for Disease Control and Prevention estimates that 476,000 people in the United States are infected with Lyme disease each year. Between 10 and 20% of them experience PTLDS.
“As tickborne diseases, including Lyme disease, become more common and widespread in the United States, it is increasingly urgent that we understand all facets of the disease, including the root causes of PTLDS,” said Acting NIAID Director Hugh Auchincloss, M.D. “We anticipate that the research supported by these awards will provide vital information on how to diagnose and treat this complex set of symptoms.”
