November 3, 2023- November is National Hospice and Palliative Care Month and Memorial Healthcare System is urging families to have conversations that lead to Advance Care Planning (ACP), which involves discussing and preparing for future decisions about a person’s medical care if they become seriously ill or unable to communicate their wishes.
On November 3rd, Memorial is joining a national social media action day to promote “courageous conversations.” The dialogue around end-of-life care can be a difficult one, but the team at Memorial wants to foster these necessary conversations by increasing awareness of available options and avenues families can explore ahead of time. CALENDAR YEAR (CY) 2024 HOME HEALTH PROSPECTIVE PAYMENT SYSTEM FINAL RULE (CMS-1780-F)
On November 1, 2023, the Centers for Medicare & Medicaid Services (CMS) issued the calendar year (CY) 2024 Home Health Prospective Payment System (HH PPS) Rate Update final rule, which updates Medicare payment policies and rates for Home Health Agencies (HHAs). This rule includes routine updates to the Medicare Home Health PPS payment rates for CY 2024 in accordance with existing statutory and regulatory requirements. As described further below, CMS estimates that Medicare payments to HHAs in CY 2024 will increase in the aggregate by 0.8 percent, or $140 million, compared to CY 2023.
CMS is finalizing a permanent prospective payment adjustment to the CY 2024 home health 30-day period payment rate to account for any increases or decreases in aggregate expenditures as a result of the difference between assumed behavior changes and actual behavior changes, due to the implementation of the Patient-Driven Groupings Model (PDGM) and 30-day unit of payment as required by the Bipartisan Budget Act of 2018. The finalized -2.890 percent permanent adjustment is half the full permanent adjustment of -5.779 percent (-5.653 percent in the proposed rule). As a result of CMS finalizing roughly half of the full permanent adjustment projected, Medicare payments to HHAs in CY 2024 will increase in the aggregate by 0.8 percent, rather than a 2.2 percent decrease as initially proposed.

NAACOS STATEMENT ON FINAL 2024 MEDICARE PHYSICIAN FEE SCHEDULE
Attributed to Clif Gaus, Sc.D., President and CEO of the National Association of ACOs
November 2, 2023 – NAACOS appreciates that the Centers for Medicare & Medicaid Services (CMS) continues to support the growth of value-based care. This rule finalizes several policies that support clinicians in accountable care organizations (ACOs), including improvements in quality reporting, more fair benchmarking policies, a smooth transition to a new risk adjustment model, keeping advanced payments for new ACOs who transition to risk, helping ACOs who serve high-cost beneficiaries and others. Despite the positive changes, we are disappointed that several favorable policies only apply to new or renewing ACOs in 2024, leaving out existing ACOs.

AMA: MEDICARE PAYMENT CUTS “THIN GRUEL” FOR SENIORS, PHYSICIANS
November 2, 2023 - “The Medicare physician payment schedule released today is an unfortunate continuation of a two-decade march in making Medicare unsustainable for patients and physicians.
“For 2024, the new rule indicates there will be another downward adjustment of 3.4 percent, on top of the 2 percent payment reduction in 2023. At the same time, the payment schedule confirms the Medicare Economic Index (MEI) increase at 4.6 percent, the highest this century and on top of last year’s 3.8 percent. MEI is the government measure of inflation in medical practice costs.
“This is a recipe for financial instability. Patients and physicians will wonder why such thin gruel is being served.

WOTC – A LITTLE KNOWN TAX CREDIT WITH BIG POTENTIAL
November 1, 2023 – Unlike the Employee Retention Tax Credit (ERC) that came about as the result of COVID-19 and its effect on businesses, the Workforce Opportunity Tax Credit (WOTC) has been around since 1996. It only took ERC about two years to gain popularity, but almost three decades later, the WOTC is still mostly unknown.
So what exactly is the WOTC and how can it benefit your business? I am glad you asked. It is a federal tax credit ranging from $2,400 to $9,600 per hire, available to employers who hire workers from a ‘targeted group.’ These are workers who may otherwise face barriers to employment. They are likely employees you are hiring anyway, so you may have been eligible for credits of which you never took advantage. Here is a list of the targeted groups of employees that would be eligible for the credit:
Qualified Short-Term Temporary Assistance to Needy Families (TANF) Recipients Qualified Veterans (SNAP Recipients, Disabled, Unemployed) Qualified Ex-Felons Qualified Designated Community Residents (residing in an Empowerment Zone) (Expires 12/31/2025) Qualified Vocational Rehabilitation Referred Individuals Qualified Summer Youth (residing in an Empowerment Zone) (Expires 12/31/2025) Qualified Supplemental Nutrition Assistance Program (SNAP) Recipients
Qualified Supplemental Security Income Recipients (SSI) Qualified Long-Term Family Assistance Recipients Qualified Long-Term Unemployment Recipients (New!)
