Memorial Neurosurgeons Deliver Spine-Tingling Outcome for Adult Scoliosis Patient
February 20 2025 – The pain, unbearable as it was, wasn’t even the worst part for Tess Buchanan. For the Fort Lauderdale mother of four, there was a greater cost to the untreated scoliosis that had plagued her since childhood.
“My kids would fall asleep and I couldn’t even lift them to take them to their beds.”
Buchanan was initially diagnosed with an abnormally curved spine as a teenager, a condition that worsened in adulthood after pregnancies and a car accident. A teacher at the time, it became difficult for Buchanan to stand for long periods, and even walking was a challenge. Still in her 30s, Buchanan often felt like an 80-year-old. At her wit’s end, she researched specialists and found Clinton Burkett, MD, a neurosurgeon at Memorial Neuroscience Institute.
“We started Tess with non-operative treatments that included physical therapy and pain management, but it soon became clear that wasn’t providing the relief needed to live a normal life,” said Dr. Burkett, a fellowship-trained surgeon. “She ultimately required a thoracic lumbar fusion.”
The work to correct Buchanan’s idiopathic scoliosis required three specialists and two surgeries. David Smolar, MD, a neurosurgeon that specializes in adult spinal deformity, and Eduardo Rodriguez Zoppi, MD, a vascular expert, joined Dr. Burkett in the operating room and began with Dr. Zoppi manipulating blood vessels that provided Dr. Burkett access to the front of the spine for that part of the fusion.

State regulatory update from FMA

February 19, 2025 – The Board of Medicine and Board of Osteopathic Medicine have been hard at work implementing the many healthcare-related bills that passed during the 2024 Legislative Session in addition to attending to their regular business. Their efforts ensure that new regulations are smoothly integrated into the existing medical regulatory framework. The following update covers the latest activities from Florida’s medical boards, highlighting the most recent rulemaking requests and significant changes to licensure.
Petition for medical spa regulations
During the February Board of Medicine Meeting, the Florida Society of Plastic Surgeons and Florida Academy of Dermatology petitioned the boards to promulgate a rule requiring any physician serving as the medical director of a medical spa, or “medspa,” to prominently display specific information. This rule would mandate the medspa’s website and a visible printed sign in the waiting room to include the name, specialty certification, and contact information of the medspa’s supervising physician, along with the locations of any additional medspas under their supervision.
This request stems from ongoing concerns about substandard medical spa services performed by unqualified personnel under the supervision of physicians with little to no experience in this field. The goal of the rule is to increase public awareness of the qualifications of such medical directors.
After extensive discussion, the boards concluded that legislation was required for this change, as they lacked the authority to promulgate such a rule. However, the boards acknowledged the importance of this transparency measure in the medspa setting and agreed to send a letter to the Legislature in support of enacting such legislation.

Conviva Senior Primary Care Celebrates 102nd Birthday of WWII Veteran Member

HHS’ Civil Rights Office Acts to Keep Men out of Women’s Sports
OCR Investigates the State of Maine After Reports that Maine Intends to Defy Federal Anti-Discrimination Law and Policy
FEBRUARY 21, 2025- In alignment with President Trump’s Executive Order on Keeping Men out of Women’s Sports, (E.O. 14201), the U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR) is announcing the initiation of a compliance review of the Maine Department of Education, including the University of Maine System, based on information that Maine intends to defy this executive order.
The review comes in response to reported statements from the primary governing body for high school sports in Maine, the Maine Attorney General, and Maine’s Governor that the state will continue to allow biological males to compete in women’s sports. The investigation will examine whether the State of Maine engaged in discrimination on the basis of sex under Title IX of the Education Amendments of 1972, as amended, and its HHS implementing regulation.
“Today’s action promotes women and girls having equal and fair athletic opportunities,” said Anthony Archeval, Acting Director of the Office for Civil Rights at HHS. “OCR is committed to achieving the promise of equal opportunity on the basis of sex guaranteed by certain federal civil rights laws that OCR enforces.”
The Executive Order articulates United States policy based in part on Title IX of the Education Amendments of 1972, as amended, which prohibits sex discrimination in education programs and activities of recipients that receive federal funding. The Executive Order mandates that each federal department “review grants to education programs and, where appropriate, rescind funding to programs that fail to comply with the policy established in this order,” which protects women “as a matter of safety, fairness, dignity, and truth.”

OCR Rescinds Prior Administration Guidance on Civil Rights and Health Information Privacy Authorities
FEBRUARY 20, 2025- Today, the U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR) took action to support President Trump’s executive orders defending children and restoring biological truth in civil rights and health information privacy enforcement.
As directed by President Trump’s Executive Order 14187, “Protecting Children from Chemical and Surgical Mutilation,” HHS OCR rescinded prior Administration guidance entitled “HHS Notice and Guidance on Gender Affirming Care, Civil Rights, and Patient Privacy,” issued March 2, 2022 (“2022 OCR Notice and Guidance”). This rescission supports Administration policy in Executive Order 14187 that HHS will not promote, assist, or support “the so-called ‘transition’ of a child from one sex to another, and it will rigorously enforce all laws that prohibit or limit these destructive and life-altering procedures.” This rescission also aligns with Administration policy in Executive Order 14168, “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.”
“Today’s rescission provides important notice to the regulated community that the 2022 OCR Notice and Guidance no longer represents the views or policies of HHS OCR,” said OCR Acting Director Anthony Archeval. “The rescission is a significant step to align civil rights and health information privacy enforcement with a core Administration policy that recognizes that there are only two sexes: male and female.”

HHS Takes Action on President Trump’s Executive Orders Defending Women and Children
WASHINGTON – FEBRUARY 19, 2025- Today, the U.S. Department of Health and Human Services (HHS) took action to support President Trump’s executive orders defending women and children and restoring the concept of biological truth in federal government.
As part of the initiative, HHS released guidance to the U.S. government, external partners, and the public to expand on the clear sex-based definitions in Executive Order 14168 — “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” The guidance recognizes there are only two sexes: male and female. HHS will use these definitions and promote policies acknowledging that women are biologically female and men are biologically male.
“This administration is bringing back common sense and restoring biological truth to the federal government,” said HHS Secretary Robert F. Kennedy, Jr. “The prior administration’s policy of trying to engineer gender ideology into every aspect of public life is over.”
HHS is also taking steps to implement policies protecting children from chemical and surgical mutilation, as directed by President Trump’s Executive Order 14187 and keeping men out of women’s sports as specified in Executive Order 14201.

Miami Dade College Medical Campus to Host Free Community Health Fair on March 1
February 18, 2025 – Miami Dade College’s (MDC) Medical Campus will host its 19th Annual Community Health Fair at 9 a.m. on Saturday, March 1. The fair, free and open to the public, is a vital resource for the community, serving more than 2,000 individuals each year. For many of those served, it’s the only preventive medical attention they have access to.
MDC’s Community Health Fair offers glucose and cholesterol tests, as well as limited mammograms, dental and vision screenings. The 22nd Surgery of the Foregut Symposium/10th Congress of the International Society for Fluorescence Guided Surgery is taking place at the Margaritaville Resort in Hollywood, Florida, on March 17-19, 2025. On March 17, in conjunction with the Florida/Puerto Rico/Caribbean Chapter of ASMBS, the course will present a full-day seminar on prevention, medical and surgical management of obesity, Metabolic Surgery: Beyond Weight Loss. On March 18, in conjunction with ISFGS, we will review new technology and techniques in surgery of the foregut and fluorescence guided surgery. On March 19, we will present interesting cases and abstracts submitted to the conference.
As in previous years, a “first-class” group of world-renowned surgeons, gastroenterologists and oncologists has been invited to share their expertise and updates on the most recent technological and therapeutic advances in this steadily evolving field. Since 1999, this course has become one of the most prestigious forums in the field of foregut surgery with attendees and faculty travelling from around the globe. This important educational activity also provides a forum for interaction between individuals involved with all aspects of foregut, metabolic, bariatric and fluorescence guided surgery, as well as the opportunity to converse with colleagues and key opinion leaders.
This year's program will again include an updated extensive review of artificial intelligence, machine learning and robotic surgery, and how surgeons from around the globe are incorporating these tools of the future into their practices today.
