SOUTH BROWARD HOSPITAL DISTRICT BOARD OF COMMISSIONERS AGAIN ADOPTS LOWEST MILLAGE RATE FOR THE 13TH CONSECUTIVE YEARS
October 09, 2023 – Memorial Healthcare System has broken a district record once again with the South Broward Hospital District Board of Commissioners voting to reduce its millage rate to 0.0937. Even amid market challenges and an evolving dynamic in the workforce, this is a notable reduction of 7.23 percent from last year. Because of Memorial’s solid fiscal standing, commissioners backed the position which will benefit Broward County residents.
WHAT DOES A LOWER MILLAGE RATE MEAN?
The 0.0937 millage rate represents a 7.23 percent decrease from last year’s rate of 0.1010. The resulting gross tax revenues are estimated to reach $7.83 million. After accounting for early payment discounts and a certain percentage of uncollectible taxes, the anticipated tax payments this year of $7.61 million will provide Memorial enough revenue to cover its governmental obligations, which include paying Broward County’s Medicaid Match program and community redevelopment agencies in several municipalities in south Broward County, as well as tax collector commissions and property appraiser fees.
With no net tax revenue to fund uncompensated care, the district will tap operating income to account for all uncompensated care costs across the entire Memorial Healthcare System, including its six hospitals and 11 Memorial Primary Care clinics. In fiscal year 2024 uncompensated care is expected to exceed $1.13 billion.

LECOM CELEBRATES 5-YEAR ANNIVERSARY OF ITS MASTER OF SCIENCE PROGRAM IN BIOMEDICAL ETHICS
LECOM Celebrates 5-Year Anniversary of Its Master of Science Program in Biomedical Ethics
The faculty at the LECOM School of Health Services Administration recently celebrated the five-year anniversary of the inauguration of the Master of Science program in Biomedical Ethics (MSBE), which was founded in 2018. This master’s degree is one of only a few offered in the state of Florida to prepare healthcare professionals to provide support and assistance toward the ethical goals of enhancing patient autonomy, promoting optimal health delivery outcomes, and adherence to legal and regulatory guidelines.
The Director for the MSBE program is Linda Thompson, Ph.D. Dr. Thompson works closely with the program faculty and students to lead each phase of the two-year online program. Extensive literature bears out the need for graduate education in healthcare ethics. A strong foundation of relevant knowledge and its application enables providers to carry out their daily responsibilities more astutely, to enhance care delivery and to improve patient satisfaction.
Brianna Howerton, D.O. is a recent LECOM graduate who also completed the MSBE degree. “I felt like with the heavy-hitting changes in the healthcare world we live in today, I needed a much deeper dive into bioethics, and it was important to me as a new practicing physician to have a roadmap of sorts to navigate these difficult situations,” Dr. Howerton explained. “I can definitely say I am much more confident in my abilities to empower my patients to have strong decision-making skills with their healthcare desires every step of the way.”

RESEARCH PARK AT FLORIDA ATLANTIC UNIVERSITY® ANNOUNCES HEADQUARTERS OF SURGICAL INSTRUMENT STERILIZATION LEADER
Instrumentum’s processes will improve the quality of healthcare procedures in South Florida.
BOCA RATON, Fla. – October 10, 2023 – – The Research Park at Florida Atlantic University® is pleased to announce that Instrumentum, an emerging leader in the surgical instrument sterilization field has located its headquarters in the Research Park at Florida Atlantic University®. This new space includes a dedicated, centralized sterilization facility that will serve hospitals and outpatient surgery centers in the region and eliminate the need for medical providers to fund and manage the instrument sterilization process internally.
Outsourced sterilization services for surgical instruments is a fast expanding field in the United States. Hospitals have increasingly limited resources, more and more surgeries are now being performed in ambulatory surgery centers (ASCs), and the trend is accelerating. Instrumentum solves the challenge of properly sterilizing surgical tools in advance of surgeries which requires physical space, specialized instrumentation and processes, qualified personnel, and significant capital investment that providers would rather allocate to creating more capacity for patient care.

NATIONAL PHYSICIAN ASSISTANT WEEK
Pumpkin spice lattes. Fall festivals. Pumpkin patches. Cool weather. These are generally welcomed changes that come in October. However, this is also a time when physician assistants/associates are commemorated nationwide. October 6th marks National Physician Assistant (PA) Day, a holiday that celebrates PA’s contribution to healthcare. The first PA Day was on October 6, 1987, acknowledging the 20th anniversary of the first graduating class of PAs from Duke University. Eugene A. Stead Jr., MD, also known as the founder of the PA profession, assembled the first class of PAs in an attempt to alleviate the shortage of primary care physicians in the mid-1960s. Appropriately, October 6th also marks Dr. Stead’s birthday. Dr. Stead witnessed how veterans from the Korean War possessed the clinical skills from their service overseas, however lacked the formal medical credentials. He saw how patients’ needs could be met by professionals without lengthy training and expenditure that came with traditional medical training. It was these thoughts that birthed a new profession- physician assistant/associate. Fast forward to 2004, National PA Day was changed to PA week. From October 6-12th we honor, recognize and raise awareness about our profession.
Physician assistants practice in a wide range of specialties and work settings. The profession consistently ranks as one of the top-rated jobs in the U.S. attracting many applicants to PA programs. There are now more than 300 master degree level ARC-PA accredited programs nationwide with 16 here in Florida. PA programs range from 27 months to 3 years in length. PA candidates are required to engage in 2,000 hours of clinical rotations and upon completion of the program are eligible to take a board certification exam administered by the National Commission on Certification of Physician Assistants (NCCPA). Successful passing of this examination earns the title Physician Assistant-Certified or PA-C. A state license is needed to practice within that state. In order to maintain certification, a PA must complete 100 hours of continuing medical education (CME) credits every two years and take a recertification exam (the Physician Assistant National Recertifying Exam, or PANRE) every 10 years.

PREGNANCY COMPLICATIONS INCREASE AND UNMASK SHORT- AND LONG-TERM CARDIOVASCULAR RISK FOR PEOPLE WITH OBESITY
NIH-supported research provides broader understanding of how cardiovascular disease risk manifests following pregnancy.
October 10, 2023 – Having obesity before and during early pregnancy appears to be a strong indicator of risk for developing future cardiovascular disease and was significantly linked with adverse outcomes during pregnancy such as high blood pressure, preeclampsia, and gestational diabetes, according to a study published in Circulation Research(link is external) that was funded by the National Institutes of Health. Researchers have known obesity is a risk factor for cardiovascular disease and pregnancy complications related to blood pressure. However, they did not know which factors – obesity or the pregnancy complications – played larger roles in influencing a person’s cardiovascular disease risk years after pregnancy.
While having adverse pregnancy outcomes was linked with increased cardiovascular disease risks during pregnancy, the complications accounted for a small percentage of increased cardiovascular disease risks in the years following pregnancy for people with obesity.
“We’re finding that certain pregnancy complications are unmasking and then increasing cardiovascular disease risks, such as obesity, that were already present. This study provides insight into potential timing for interventions for people with overweight or obesity who are thinking about pregnancy,” said Victoria L. Pemberton, R.N.C., a study author and researcher in the Division of Cardiovascular Sciences at the National Heart, Lung, and Blood Institute (NHLBI), part of NIH.
